Every year between November 1 and November 30, government pensioners are required to submit their annual life certificate to continue receiving pension. However, pensioners of the age of 80 years or above can deposit life certificate from 1 October. Thus, these pensioners get two months to submit their annual life certificate. The last date for submission of life certificate is 30 November.

The Department of Pension and Pensioners’ Welfare has issued an Office Memorandum dated September 20, 2021 relating to various methods pensioner Can submit annual life certificate, commonly known as life certificate. A pensioner can submit the life certificate either physically (by visiting a bank, post office or by availing door-to-door service) or digitally.

Here are five ways to submit a life certificate:

online submission

Through Jeevan Pramaan Portal: Pensioners can submit life certificate online using Jeevan Pramaan portal (https://jeevanpramaan.gov.in/). The pensioner will have to download the Jeevan Pramaan app from the portal. In addition, a pensioner would need a UIDAI-mandated tool to submit his/her fingerprints. The fingerprint device can be connected to the mobile phone via OTG cable. list of UIDAI Essential tools are available on the Jeevan Pramaan portal. These devices can be easily purchased from the e-commerce website.

Once the mobile app is downloaded and the mandatory fingerprint device is obtained, the pensioner will have to register on the app, which is a one-time process. The registration will be done by mentioning the pensioner’s Aadhar number, mobile number and email id. It is not mandatory to link the pensioner’s mobile number with Aadhaar number for ease of convenience. One can follow the steps given on the app to submit the digital life certificate.

Visit to Pension Disbursement Bank: One of the most common ways to submit a life certificate is by visiting the pension disbursing bank and submitting a duly filled form. The forms are available at the bank counter.

To submit life certificate at home using Doorstep Banking Alliance: Doorstep Banking (DSB) Alliance is an alliance among 12 public sector banks. Banks include State Bank of India (SBI), Punjab National Bank (PNB), Bank of Baroda and others.

As per the circular, this PSB alliance has started the service for collection of life certificates under the umbrella of DSB. The DSB agent will visit the pensioner’s house for rendering the service. The service can be booked by the pensioner through mobile app, website or through toll-free number.

  • The mobile app is called ‘Doorstep Banking’ and can be downloaded from Google Playstore.
  • The website for booking the service is https://doorstepbanks.com/.
  • A pensioner can call the toll-free number 18001213721 or 18001037188 to book the service.

Keep in mind that a fee may be charged for availing this service.

Submission of life certificate through postman at home: The Department of Posts along with the Ministry of Electronics and Information Technology (Meity) started the doorstep service for submission of Digital Life Certificate through Postman in November 2020. To submit a life certificate using this facility, a pensioner needs to download the PostInfo app. Google Play Store.

Submission through Designated Officer: As per the circular: If the pensioner submits the Life Certificate Form signed by a ‘Designated Officer’, the personal presence of the pensioner will not be required. As per Para 14.3 of the Scheme Book issued by the Central Pension Accounts Office (CPAO), a pensioner who submits a Life Certificate in the prescribed form signed by persons exempted from personal appearance.
